The Karnataka state government’s preliminary gazette notification for the Bengaluru Metropolitan Region Development Area (BMRDA) indicates an increase of a maximum of 30% in guidance value, mentions a TNIE report. The rate will depend on the area and the hike will be effective from October 1, 2023.

As per the TNIE report, on September 8, 2023, separate drafts have been issues to seven registration districts of Bengaluru Urban-Basavanagudi, Jayanagar, R R Nagar, Shivaji Nagar and Gandhi Nagar and Rural- Ramanagara and Bengaluru Rural. The revised guidance value for other districts will be announced shortly. Objections regarding this directive can be filed till September 23,2023 after which the final notification will be issued. Some places in Karnataka has seen a hike of around 50% for instance, the Electronics City as the market value here is around 500 times more than the guidance value.  Karnataka also has worked on reducing the guidance value in some places to match the price with the market.

An increase in the guidance value will also have an impact on the property tax as stamp duty is 5% of the guidance value in Karnataka and property tax is 2% of the stamp duty paid for the property.

The Karnataka government is looking at making use of the growing demand in the real estate segment by increasing the guidance value. The state is also pushing the use of online registration by implementing web-based application Kaveri 2.0 in Bengaluru.
As per the stamps and registration department, properties have to be registered before September 30, 2023 to avail the old guidance value.  Thus, there has been a surge in online applications for property registration slots before September 30, 2023.  To aid this, as per a Karnataka state government order, all SROs in Karnataka will be operate from 8 AM to 8 PM till September 30, 2023.

In a bid to encourage purchase of all kinds of property – land, site, building or flat – the Karnataka government, on January 1, 2022, slashed the property guidance value across the state by 10% for the next three months.

For the second consecutive time, Karnataka government has reduced the property sub registrar guidance value in Bangalore by 10% for three months- from April 25, 2022 to July 24, 2022.

In a proposed decision, the Urban Development Department has directed the BBMP to adopt the ‘guidance value’ method instead of the ‘unit area value’ method, to calculate property taxes. However, it is expected that the adoption of the new guidance value method may be postponed till the economy stabilises.

Karnataka government collects Rs 311 crore revenue in a single day: Report

The stamps and registration department in Karnataka collected around Rs 311 crore as revenue on September 27,2023 after registering over 26,058 documents which is the highest till now, said revenue minister Krishna Byre Gowda to Moneycontrol.com. 

On September 25, the IGR Karnataka collected Rs 158.2 crore by registering 15,936 documents and on September 22 , after registering over 12,955 documents, IGR Karnataka collected around Rs 130.8 crore revenue.

The guidance value Karnataka has seen a hike and the new rates will be effective from October 1, 2023.
