Established in 1970, City and Industrial Development Corporation (CIDCO) is responsible for developing  Mumbai’s satellite towns. One of the richest government bodies in India, CIDCO owns plots and land parcels. CIDCO  builds affordable housing and gives them away to citizens through CIDCO lottery. 

Cidco Lottery September 2023: Inclusive Housing  Scheme

Cidco has announced an online lottery of 171 units in its NAINA area for the economically weaker sections (EWS) and low-income groups (LIG) as part of the inclusive housing scheme (IHS). Registration can be done on lottery.cidcoindia.com.

According to the approved DCPR of the Naina project, all developers with plots measuring around 4000 sqmt or more have a mandate to develop  houses for the EWS and LIG under IHS. This occupies around 20% of the total plot area. 

Cidco 2023 Lottery: 7,849 homes under Mahagrihnirman Yojana in Ulwe

Around 7,849 houses, constructed under the Prime Minister Awas Yojana (PMAY) were available for purchase under the scheme.  These houses are located close to Bamandongri and Kharkopar railway stations – Bamandongari, Kharkopar East 2A, Kharkopar East 2B and Kharkopar East P3 in Ulwe node of Navi Mumbai, and are in the same vicinity as CIDCO’s under-construction coastal road, connecting with the JNPT and the Nerul jetty, the proposed Navi Mumbai International Airport and the Mumbai Trans-Harbour Link.

Online registrations for the scheme started on October 25, 2022, and will concluded on January 31, 2023. The submission of forms started on October 28, 2022 and was to conclude on December 23, 2022. However, owing to the response, CIDCO had extended the registration date till January 6,2023 and then further extended till January 21, 2023.  

Draft list of accepted people was published on February 6,2023 and the final list was published on February 8, 2023. The lottery for the scheme was drawn on February 17, 2023.

The Cidco lottery lucky draw for Mahagrihnirman Yojana was held at 2.30 PM on February 17, 2023. Previously, the Cidco lottery Bamandongri it was to be held on February 10, 2023 but owing to technical reasons the lucky draw was postponed.

CIDCO Lottery EMD refund

The EMD is refunded to applicants who are not winners of the CIDCO lottery. Those applicants who have been waitlisted in CIDCO Lottery will have the option to take part in future schemes, if they retain the EMD with CIDCO (for which no interest is payable), subject to prevailing prices and terms and conditions of CIDCO at that time.

List of documents required

Here’s a list of documents required for applying for the CIDCO housing scheme:

Step 1

Log on to lottery.cidcoindia.com/App

Step 2

If you are a new user, click on the ‘Register For Lottery’ tab.

Step 3

You will be redirected to the Applicant Registration Form, where you have to enter the basic details along with your mobile number, which will be used for all future communication.

Step 4

On the next screen, furnish your PAN card, Aadhaar Card and bank details, for refunds. You will also need to upload a cancelled cheque, as well as passport-size photo of the applicant.

Step 5

Once you confirm the registration, you will be redirected to a screen, where you will be able to see whether your uploaded documents are approved by CIDCO. This might take up to 24 hours.

Step 6

Once your documents are approved, the ‘Apply’ button will be enabled. Select the scheme that you want to apply for and note the code number for the same. You can select the scheme from the drop-down menu.

Step 7

The applicant can apply for the scheme under the Pradhan Mantri Awas Yojana.

Step 8

Select applicant type. You can apply for the scheme individually, as well as jointly. If you are applying jointly, furnish the basic details and PAN card information, which will have to be approved by the CIDCO officers.

Step 9

Select the allotment preference, if you have any. Read the terms and conditions and whether you would be interested in other schemes, which have vacant apartments.

Step 10

Confirm the application and lottery details. You can use NEFT/RTGS, credit card, or net banking, for making the payment. Print the acknowledgment slip, sign at the applicable places with the applicant’s photograph. Upload this slip and proceed to the payment.

Is PAN Card mandatory for Cidco Lottery 2023?

PAN Card is important for applying for Cidco Lottery 2023. With PAN Card’s  unique 10-digit alpha numeric number, one can ascertain the income group the applicant belongs to.  Once the PAN number is entered, name of the applicant will be seen. Thus, there is no need to upload the scanned PAN Card copy.  If the name doesn’t appear, then one has to upload the scanned PAN Card for verification purposes. In case, PAN details are not verified, the applicant will get SMS in registered mobile number from where the PAN card will be verified.

Once you win the CIDCO lottery 2021 Navi Mumbai, you have to login to the CIDCO Nivara Kendra portal that is also known as the post lottery portal where details including documents required for verification, appointment for verification, allotment letter etc. can be accessed. How to use Citizen Portal- Estate services?

Also known as the town services department, it manages the leases that have been granted by CIDCO – both, plots and CIDCO-built premises. It is responsible for all the post-agreement functions for the entire lease period. Once you win a CIDCO lottery, this may be of use to you.

To use these services, click on ‘citizen/business services’ on the homepage and select Estate CFC from the drop-down box. You will reach http://utkarsh.cidcoindia.com:7083/sap(bD1lbiZjPTkwMA==)/bc/bsp/sap/zcrm_bot_portal/index.htm

Click on ‘Submit online CFC application’. In the ‘Know Your Scheme and Apply for Service’ form, fill in details including node, sector, block, plot number and your scheme, select the service and click on apply for service.

 

 

You will have to fill in details for getting that particular service. For example, if you choose amalgamation of plots/flats as the service, then, you will get a form for the same that has to be duly filled and submitted.

 

 

After filling the details, check the service  request status. Finally, enter the document/challan or reference number and make an online payment for the service.

 

 

Can you sell CIDCO flats?

The state government is planning to legalise the transfer of flats allotted in CIDCO projects in Navi Mumbai. At present, the beneficiaries who are allotted CIDCO flats, cannot sell it for at least five years. Now, with the amnesty scheme, those buyers who have given power of attorney to transfer their CIDCO flat before the five-year term, can get the transaction legalised.

Enter your consumer no/UID and captcha code and press submit to proceed with payment.

If you don’t know consumer no/UID, click on ‘ click here to searh your customer No./UID’ and you will be led to http://www.cidcoindia.com/estatescbill/page/searchconsumer.aspx

 

 

Enter the details like node, sector no. property UID or name and press on submit and you will get your consumer number/UID number.

Note that e-payment facility of service charges and water charges bills are free presently for CIDCO consumers for all types of transactions. However, CIDCO reserves the right to charge fees from users for availing the service.

CIDCO COPAS-BP/TP payment

On the  CIDCO website, under online payments, click on COPAS-BP/TP.  You will reach the below shown page. 

Enter the details like file no/challan no. To view challan type, click on View details. You will see a pop up box which will give all details including description, net amount, penalty amount and total amount.

You will be led to payments page after which you can also download the receipt. You can also make payment using debit card, net banking/UPI. 

CIDCO Tenders

On the CIDCO website, under citizen/business services, click on Tenders. You will reach  the below shown picture. 

Click on the PDF of the tender that is of requirement to you and it will be saved in your computer.

To download CIDCO Citizens Charter, on the CIDCO website , under citizen/business services, click on Citizens Charter. You will reach following page. 

Click on the PDF file to access the citizens charter. You can also download it on your computer.

CIDCO grievance redressal

The important elements of the Cidco grievance redressal are: 

The online grievance registration form
Presence of department-wise grievance redressal officer who will resolve, answer queries and maintain track of the complaints and resolutions. 
According to the Citizen Charter a service delivery mechanism  and pre-defined turn-around time will be chartered. 
In case of no response for the grievance, a problem escalation mechanism is outlined.
People can view the status of the grievance recorded on the Cidco website and check the resolution steps taken online. 

 

If you have any grievance regarding CIDCO related service, you can make use of the CIDCO grievance redressal. While both online and offline modes are available, CIDCO recommends the use of the online medium for a speedy and effective response. Visiting time to meet chief grievance redressal officer (CGRO) is 2 PM  to 5 PM monday and thursday only.

To use the online medium, log on to https://cidco.maharashtra.gov.in/grievance_geportal/index#gsc.tab=0

 

 

Here, login with your citizen email id and password and enter the captcha text and login. If you don’t have an account, first register and then proceed. Once you login, lodge your grievance and you will get a reference number once a complaint is lodged.

If mobile app users receive message Web Server not responding error, then the citizens have to logout and then login.

View grievance status 

To view grievance status, first go to https://cidco.maharashtra.gov.in/grievance_geportal/index#gsc.tab=0 and login with your email id or mobile number, password and captcha. Then, click on ‘view grievance status’ and you will be directed to a new page where you have to enter the reference number and click on ‘View Status’. The status of your complaint will be displayed on screen.

Citizens can also complain to the Emergency Operation Centre by clicking on https://cidco.maharashtra.gov.in/grievance_geportal/eoc_index#gsc.tab=0 where you should enter the site by keying in username, password and captcha.

Cidco to market PMAY houses through external agencies

August 18,2023

Cidco will be marketing and allotting the mass houses built under the Pradhan Mantri Awas Yojana Scheme (PMAY)  through private agency- Helioscart, a JV of Thoughtrains Private Limited and Heliosmedium Bazar Private Limited to which the work has been outsourced.  Media reports suggest that these agencies are required to look into the sales of 26,619 houses, 7,950 houses under low income group, 33,096 flats and 6,52,500 square meters of commercial plots.

Maha issues clarification on permissible FSI for Cidco plots: Report

The Maharashtra state government has clarified to Cidco that under the Unified Development Control and Promotion Regulations (UDCPR), a basic floor space index ( FSI) of 1.5 and an additional building potential of 0.50 is allowed, mentioned a HT report. This is true for all plots more than 1,000 sqm that is leased by Cidco to Navi Mumbai developers.  This is considered a major relief for developers whose projects were stuck and who were not being given the extra FSI based on a different interpretation of the UDCPR provisions by Cidco.  

Cidco lottery 2023 to sell 5,000 houses in phases 

Cidco will sell 5,000 houses in phases as part of Cidco lottery 2023, mentions a report by Zee 24 Taas. These Cidco lottery houses may be sold on a first- come first-served basis and will be in Navi Mumbai and Thane. The Cidco lottery 2023 was to be announced on May 31, 2023. However, changes in Cidco vice chairman and managing director getting transferred to MMRDA and Anil Diggikar taking charge as new Cidco managing director paused the lottery. Once the lottery gets a go ahead from Diggikar, it will be announced.    More details on Cidco lottery 2023 registration will be shared soon. 

Currently the houses in Taloja node of Cidco are ready for allotment. Cidco  is constructing houses in Kharghar, Taloja, Dronagiri, Ulve and Kalamboli.

While the current lot is for houses in Taloja node, the subsequent lot will be for projects in Vashi, Juinagar, Kharghar, Mansarovar, Ulve and Kalamboli in Navi Mumbai. 

Additionally, Cidco also plans to build two room houses in Navi Mumbai. The planning authority has proposed to set up a separate township for the middle class in the newly developing node Navade.

Additionally, the Mill Workers Control Committee is exploring options to get Cidco build around 10,000 houses in Taloja so that mill workers associated with Mhada get housing units through lucky draw, as per a Maharashtra Times report. They are also exploring the option of MMRD constructing 46,000 housing units in Vasai.
